It is quite a complete little world, with people, vehicles (including a helicopter), and a really cool police station. My son spent hours carefully assembling it, and played with it as a set for quite some time - at least 4 months.Then eventually he took the whole thing apart and began making different structures. Yes it can be frustrating to me when pieces from an expensive set migrate into the big "black hole" Lego bin, but from the kids' perspective, it just gives them more creative options.
